Where this rate comes from
It is the live interbank market rate for USD/ILS — the same number quoted on the currency markets. A bank, a bureau de change or a credit card will not give you exactly this. They add a spread, and sometimes a fee on top, so expect to receive a little less than the figure above when you actually change money.
Why it matters if you run something
If you buy from Israel, sell into Israel, pay a supplier, send money to family or price a job in one currency and pay costs in another, the rate is part of your margin. A move of a few percent over a month is ordinary, and on a large invoice that is real money.

Currency markets close from Friday evening to Sunday evening, so the rate holds over Shabbos and reopens Sunday night. It does move on Yom Tov when the markets abroad are open.
