Treasury and IRS finalize 6,576 new Opportunity Zones through 2036

The Treasury and the IRS designated 6,576 census tracts as Qualified Opportunity Zones starting Jan. 1, 2027. The move locks in permanent tax breaks and adds rural incentives.

The US Department of the Treasury and the Internal Revenue Service just designated 6,576 census tracts across all 50 states and territories as new Qualified Opportunity Zones. The map, announced on Thursday according to HousingWire, takes effect on Jan. 1, 2027, and remains in place through the end of 2036.

The action permanently renews the federal Opportunity Zone tax incentive while adding enhanced benefits for investments in rural communities. Frank J. Bisignano, the IRS Chief Executive Officer, said the permanent extension gives states an Opportunity to attract long-term investment into underserved areas.

Opportunity Zones were initially created under the Tax Cuts and Jobs Act of 2017 to incentivize investment in economically disadvantaged communities. The program allows investors and developers to defer or reduce capital gains taxes when they invest in qualified projects. The new map stems from the Working Families Tax Cuts, legislation signed into law in 2025 that narrowed the pool of eligible zones from 8,764 down to the current 6,576.

Since the program launched in 2017, it has drawn more than $110 billion in private-sector investment. A 2025 analysis by the Urban Institute found that 64% of Opportunity Zone capital in Ohio went toward residential development. A separate 2025 analysis by the Economic Innovation Group concluded that the program roughly doubled housing supply in eligible zones.

For housing developers and homebuilders, the updated map provides clear locations for long-term planning over the next decade. Check your investment locations before the new map takes effect.
